Addressing impunity, realising human rights in South Asia

The National Human Rights Commission of Nepal will host an international conference in April to bring together expertise and insights from the region.

Despite the committed efforts of national human rights institutions (NHRIs) and human rights defenders in South Asia, achieving human rights progress, particularly in post-conflict settings, remains a daunting task.

Almost all the countries in the region - Afghanistan, Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka – face common challenges of impunity, violence and institutionalised discrimination

These factors remain key barriers for those striving to improve human rights outcomes, especially for the most vulnerable and marginalised.

Progress is also compounded by widespread poverty, political instability, slow economic growth, low literacy and rampant gender-based violence, along with discrimination in education, health care and employment.

These issues will be canvassed in detail at a three-day international conference to be hosted by the National Human Rights Commission of Nepal: Identifying Challenges, Assessing Progress, Moving Forward: Addressing Impunity and Realizing Human Rights in South Asia.

The conference, to be held in Kathmandu from 9-11 April 2017, will feature keynote speakers William O'Neill, Director of the Conflict Prevention and Peace Forum and Marc Limon, Executive Director of the Universal Rights Group, along with Chairpersons, Commissioners and senior representatives from NHRIs in the region.

The conference will feature a variety of presentations and practical discussions, with a focus on identifying:

  • Best practices in collaboration for impact with the government
  • Best practices in collaboration for public impact
  • Successful methods of regional networking to combat impunity and the outcomes of that networking.
