APF to establish network of expert human rights trainers

The APF will shortly launch a new program to build a community of skilled human rights trainers who will lead change within their NHRIs.

The APF will shortly launch a new program to build a community of skilled human rights trainers who will lead change in their respective national human rights institutions (NHRIs).

The APF Training Facilitators' Network will bring together experienced trainers and educators from NHRIs across the Asia Pacific, equipping them with additional skills, tools and support to deliver high quality human rights training programs.

The APF will shortly invite applications from staff in member institutions to take part in a blended learning course – to begin later in 2017 – that will focus on designing, delivering and evaluating adult learning.

Participants who successfully complete the APF Facilitators Course and then implement a needs-based, capacity development initiative within their NHRI will be invited to join the Training Facilitators' Network.

Annual meetings will be held so that Network members can share their experiences, learn from each other and develop good practice approaches.


Whether it’s working with law enforcement officials or marginalised groups of people, human rights education is a powerful, long-term investment that helps build fairer and more just societies.

"Effective national human rights institutions are able to understand, analyse and respond to pressing and emerging issues in their countries," said Kieren Fitzpatrick, Director of the APF secretariat.

"Key to that is ensuring that NHRI staff members have the knowledge and tools to work with communities, partner organisations, governments and others to bring about lasting change," he said.

"Skilled facilitators within NHRIs can play a critical role in identifying gaps, supporting and training staff and making that real-world change possible."

Mr Fitzpatrick said that members of the Training Facilitators' Network will have a deep understanding of human rights education principles; know and be able to apply adult-centered learning models; have excellent facilitation skills; and be strong project managers.

In addition to leading capacity building activities within their NHRIs, they would also play a leading role to bolster their NHRI's education and outreach work, he said.
