Commission calls to reverse abolition of human rights decree

The Commission has also sent a letter to the UN Independent Expert on sexual orientation and gender identity requesting a country visit.

The Chairperson of the National Human Rights Commission of Korea has sent a letter to the UN Independent Expert on sexual orientation and gender identity calling for immediate country visit to Korea.

The call for international cooperation is part of the Commission's effort to reverse a recent decision by the Council of South Chungcheong Province to repeal the Human Rights Decree of the province.

In its letter to the UN Independent Expert, the Commission explained that some religious groups had requested the abolition of Human Rights Decree in South Chungcheong province, including the cities of Asan, Gongju, Gyeryong and Buyeo county.

In response to lobbying by these religious groups, some members of the Council proposed a draft to repeal the Human Rights Decree in South Chungcheong Province on 16 January 2018.

Despite the Commission's statement opposing the repeal, the Council approved the proposal to abolish the Human Rights Decree on 2 February 2018.

However, following a request from the Governor, the Council of South Chungcheong Province will re-deliberate on the case.

The Commission has requested international cooperation because it considers the abolition of the Human Rights Decree of South Chungcheong Province would be the first case where a human rights protection system, established to promote the human rights of an entire community, has been disabled due to religious groups who oppose the prohibition of discrimination against sexual minorities.

The Commission is concerned that similar activities may be triggered in other regions.

The Commission expresses its hope that the Council of South Chungcheong Province will make a wise decision during the re-deliberation process, based on a commitment to universal human rights principles.
