The Commission recently met with two civil society groups – Heart to Heart and Equal Ground – working to promote the rights of lesbian, gay, bisexual, transgender and intersex (LGBTI) people.
A key issue raised during the discussion at the Commission's office was the challenges faced by transgender people in relation to their identity, non discrimination and dignity.
The Commission also expressed concern regarding legal and procedural issues involving the legal documentation of transgender people, including their birth certificates, national identity cards and passports.
The Commission then followed up with the relevant government authorities to establish a procedural framework to ensure the right to identity of transgender people.
A discussion was held on 16 June 2015 with representatives from the Register General's Department, the Department of Immigration and Emigration, the Department of Health and the Police Department.
They responded positively to the need to address the documentary issues of transgender people. They also said that valid criteria were essential when they take policy decisions.
Representatives of the Department of Health agreed to submit the criteria, which are based on international standards related to gender identity, to the Commission.
