National Human Rights Committee of Qatar

Following the approval of a draft law submitted by the Council of Ministers, the Emir of the State of Qatar issued Decree law No 38 of 2002 on 11 November 2002 which established the National Human Rights Committee of Qatar. The Committee is a legal entity with an independent budget.

The National Human Rights Committee of Qatar has a wide mandate to protect and promote human rights. Article 2 of the Decree sets out the Committee’s mandate, which gives it responsibility to:

  • achieve the objectives embodied in international conventions and treaties on human rights which Qatar is a party to

  • advise concerned bodies in the state on matters related to human rights and freedoms

  • investigate violations of human rights and freedoms, if any, and suggests suitable means to deal with such violations and avoid their occurrence

  • monitor records and reports by international organisations and NGOs on the human rights situation in the state, and coordinate with concerned bodies to address them

  • take part in the preparation of reports submitted by the state on human rights and freedoms

  • cooperate with international and regional organisations concerned with human rights and freedoms

  • raise awareness and enriches education on human rights and freedoms.


Members

The National Human Rights Committee of Qatar is formed of at least five members representing civil society selected from among human rights activities and a representative of the following bodies:

Ministry of Foreign Affairs 
Ministry of Interior 
Ministry of Civil Service Affairs and Housing 
Ministry of Justice 
Ministry of Public Health 
Ministry of Wakfs and Islamic Affairs 
The Supreme Council for Family Affairs.

The above bodies nominate representatives to the Committee, however the final decision rests with the Emir who issues a decision appointing the members. The term of membership is three years and it is renewable for one or more terms. The Committee selects its own Chairperson and Vice Chairperson from among its members.

The National Human Rights Committee of Qatar is serviced by a secretariat composed of a Secretary-General and an “adequate number of employees whose appointment, specialisations and rewards are to be determined by the NHRCQ Chairperson.”

The programme ran from 19 October until 4 November and was attended by 250 participants from senior managers and executive leaders in the petroleum sector companies.
