Becoming a Member

Membership of the APF is open to all national human rights institutions in the Asia Pacific region.

Decisions about the admission of new members to the APF are made by the Forum Council. The Forum Council can also review and amend the membership category of an existing member.

The APF Constitution establishes three membership categories.

Fees

APF members pay an annual fee, which is based on their membership category. In special circumstances, the Forum Council may allow for payment to be made ‘in kind’ through non-monetary contributions.

The annual fees for membership are:

  • Full Members – US $3,000

  • Candidate Members – US $1,500

  • Associate Members – US $1,500

Applications

In applying to become an APF member, an institution must submit the following information:

  • completed ‘APF Membership Application Form’ and relevant supplementary information

  • copy of the institution’s founding legislation/constitution

  • organisation chart

  • budgetary/audit information

  • background information on the Commissioners, and

  • latest annual report.

The APF Secretariat undertakes an initial evaluation of the application, which may include requesting additional information from the applicant. The Secretariat then prepares an analysis of the application, which is provided to the applicant institution for comments.

The Secretariat’s analysis, along with the comments of the applicant, is then provided to the Forum Council for its consideration. The decision regarding admission of the applicant to the APF, and the institution’s level of membership, is made by the Forum Council.

Membership applications must be received at least three (3) months prior to each APF annual meeting.  Applications for membership are considered at APF annual meetings.
