UNFPA Asia Pacific Regional Office (APRO), in collaboration with the Asia Pacific Forum on National Human Rights Institutions (APF), is embarking on a programme of support to build capacities of national human rights institutions (NHRIs) to incorporate women's rights and reproductive rights into their work at the request of NHRIs.

As the first part of this initiative, UNFPA is seeking to engage a short-term consultant to undertake the following tasks:

  • a mapping of the extent to which NHRIs in Asia and the Pacific are addressing reproductive rights promotion and protection in their work, plus an identification of perceived needs, gaps and challenges
  • a collection and documentation of case studies from the region that demonstrate good practice in terms of promoting reproductive rights and women's rights, and/or experience of receiving and processing complaints on those rights and making recommendations for redress
  • a draft strategy containing selected interventions for follow up action by APF and UNFPA country offices to further strengthen the capacity of NHRIs to promote and protect reproductive rights and women's rights.

The consultant will ideally have a Masters degree in human rights or international legal studies with a focus on human rights; five years of experience drafting analytical documents concerning  laws, public institutions, drafting case studies or project evaluations; experience in reproductive rights; experience of working in the Asia Pacific region (or countries therein).

The consultant will preferable be based in the Asia Pacific or Australasian region for ease of travel.

Expressions of interest must be emailed to Ms Anne Harmer, UNFPA (Bangkok) at harmer@unfpa.org.
