Review has looked at the causes and patterns of urban migration, housing stress, affordability and future plans to address “rights to shelter”, with a final report due in July.

The Human Rights Commission of the Maldives (HRCM) conducted a “Rapid Assessment of the Housing Situation in the Maldives” from 27 April to 10 May 2008.

The assessment was designed to evaluate the current housing situation in the Maldives and to make recommendations to government to guide development of housing policy and programs which are responsive to the needs of the country.

Mr. David Westford from the Geneva-based NGO Displacement Solutions undertook the evaluation, working closely with the HRCM’s Policy, Planning and Monitoring Department of the Commission.

The assessment focused on causes and patterns of urban migration, housing stress, affordability, funding agencies for housing, and future plans to address “rights to shelter”, as well as legal and policy issues.

It was based on an analysis of existing data and interviews with relevant rural and urban stakeholders, including local communities and institutions, civil society, the private sector, development partners and academics.

A final report will be published by July this year.
