Investigations Techniques
Investigating complaints of human rights abuses is a crucial role of all APF member institutions.
The Human Rights Investigation Techniques training program is designed to assist APF members develop the capacity to investigate alleged human rights abuses effectively and in accordance with international standards and best practice.
The APF has developed a core training program that can be adapted to suit the legal context and training needs of individual member institutions. The program examines the principles and standards that guide how human rights investigations must be conducted, along with the specific mandates for investigations that apply to national human rights institutions.
Training is also provided in the key elements of the investigation process, including management of an investigation; collecting, recording, collating and evaluating information; interviewing skills; preparation of a brief of evidence; and handling evidence.
The program and training workbook are developed in consultation with
APF member institutions to take into account their role and functions
and country-specific issues. A preparatory visit is usually undertaken
by the principal trainer several weeks before the workshop to
facilitate direct discussions with the relevant institution on its
needs and circumstances.
