Two AIHRC staff members killed by a roadside explosive device have been remembered in a ceremony attended by colleagues and local dignitaries.

Two staff members of the Afghanistan Independent Human Rights Commission (AIHRC) killed by a roadside explosive device on 26 October 2015 have been commemorated in a ceremony held in the Hall of the Provincial Governor of Jalalabad.

Emran Aziz, assistant officer of the Child Rights Unit, and Shafiullah Nasery, receptionist at the AIHRC's Jalalabad regional office, were both killed when the minivan they were travelling in was hit by the device. Six other AIHRC staff members were injured in the attack.

The memorial for Emran Aziz and Shafiullah Nasery was attended by local leaders, United Nations personnel, scholars, academics, civil society organisations and military and security officials in Nangarhar province, as well as representatives from the AIHRC.

"They were doing humanitarian activities and making efforts to reduce the suffering and pains of all our compatriots and prepare the ground for peaceful and tranquil living conditions for the Afghan citizens," the AIHRC said in a statement.

Addressing the memorial ceremony, Mohammad Musa Mahmodi, AIHRC Executive Director, said that all parties to the conflict should respect international humanitarian law and refrain from attacks on civilians.

He also urged that the perpetrators be held accountable for their actions.

Defending human rights in Afghanistan

Dr Sima Samar describes the challenges of protecting human rights and promoting accountability in a country “where there is no rule of law”.


In a statement, Afghanistan's President Ashraf Ghani strongly condemned the attack on the Commission's staff "who are working to improve human rights", while the United Nations High Commissioner for Human Rights described the attack as "cowardly and reprehensible".

Byambadorj Jamsran, APF Chairperson and Chief Commissioner of the National Human Rights Commission of Mongolia, also condemned the "brutal attack in the strongest possible terms".

"It is a deplorable and cowardly act of violence against a group of committed human rights defenders who have worked steadfastly to improve the lives of their fellow Afghan citizens," he said.

"We extend our deepest sympathies to the families of those who have been killed, as well as to their colleagues within the AIHRC, and we hope that those who have been injured can make a full recovery."

Messages of condolence were sent from the International Coordinating Committee of National Human Rights Institutions, the National Human Rights Commission of Nepal, the Human Rights Commission of Malaysia, UNDP, UNAMA, the European Network of National Human Rights Institutions, AIHRC donors and others.
