The APF is seeking a consultant to author a Leadership Induction Guide to support new NHRI leaders in their roles.

Strong, independent, and effective leadership is a key factor in National Human Rights Institutions (NHRIs) fulfilling their mandate to promote and protect human rights. However, due to the unique nature of NHRIs, understanding the roles, responsibilities, and obligations of leading NHRIs is a significant task to undertake. 

To support NHRI leadership in this process, the APF are seeking expertise to develop a Leadership Induction Guide for members with newly appointed or hired leaders. The consultant will be responsible for writing the Guide which should be a concise and relevant resource detailing the roles and responsibilities of their roles in relation to the Paris Principles.

The selected consultant will also be required to work with the APF membership to draw on the good practices and lessons learned to incorporate this learning into the Guide. The Guide could also include video case studies to supplement the written content and additional relevant resources such as learnings from the APF’s High-Level Dialogue (HLD) Programme.

Scope of engagement

The Consultant, in close collaboration with the APF secretariat, will work to draft and produce the Guide, support the development of supplementary relevant videos and resources and work collaboratively with the APF membership to collate good practices and learnings into the Guide.

Qualifications, Skills and Experience

The Consultant will have demonstrated experience and expertise in:

  • Demonstrated experience writing manuals, guidelines, or equivalent resources that incorporate case studies, learnings, and good practices.
  • Demonstrated expertise and experience in working with NHRIs, particularly with NHRI leadership including a high-level understanding of the NHRI context and operations of NHRIs.
  • Excellent communication and collaboration skills including writing, working effectively to deliver outputs on time, flexible working approach and open to working in a complex environment with a small team.
  • Demonstrated experience in mainstreaming gender considerations in programme and content development and delivery.

Additionally, the Consultant will need to:

  • Act in a professional manner and adhere to the APF Code of Conduct, including any other relevant policies and guidelines.
  • Deliver value for money.
