Preventing torture in police custody

Representatives from the NHRIs of Indonesia, Malaysia and Timor-Leste will take part in a new blended learning course on monitoring police custody.


Starting in October 2014, representatives from the national human rights institutions (NHRIs) of Indonesia, Malaysia and Timor-Leste will take part in new blended learning course on monitoring police custody.

On recent visits to Asia Pacific countries, including Indonesia and Papua New Guinea, the UN Special Rapporteur on Torture identified police detention as a specific period of risk for torture and ill-treatment.

It is therefore critical that independent institutions are able to conduct effective monitoring visits to police stations and pre-trial facilities.

The blended learning course, to be delivered by the Association for the Prevention of Torture (APT) and the APF, will provide participants with specific skills and knowledge on how to plan, conduct and follow-up on visits to monitor police custody.

It will also encourage an exchange of experiences and good practices related to policing and monitoring police custody among the NHRIs of Indonesia, Malaysia and Timor-Leste.

The 15 participants will take part in two weeks of online learning from 13 to 24 October 2014, followed by a four-day workshop in Jakarta during the week starting 24 November 2014, hosted by the Indonesian National Commission on Human Rights.

As part of the workshop, participants will plan and undertake visits to three Jakarta police stations. They will also be asked to develop a set of practical action points and follow-up activities for their respective NHRIs to review and endorse.

The blended learning course will draw on the information in Monitoring police custody: A practical guide, published by the APT in 2013.

This blended learning course is funded by the European Union, as part of the three-year APF project to strengthen the capacity of national human rights institutions in the Asia Pacific to prevent torture and other forms of ill-treatment.
