Timor Leste’s NHRI is considering a series of recommendations to strengthen the institution following a capacity assessment review led by the APF.

Timor Leste's national human rights institution (NHRI) is considering a series of recommendations to strengthen its operations following a capacity assessment review with the APF.

The review centred on discussions with the three-person leadership team of the Provedoria for Human Rights and Justice (PDHJ), as well as managers and staff from the head office in Dili.

Coordinators of the PDHJ's four regional offices also contributed their reflections on the strengths and challenges facing the organisation.

The capacity assessment review, held from 2-6 February 2020, was facilitated by APF Expert NHRI Consultant Chris Sidoti, Pip Dargan, APF Principal Adviser, Capacity Assessments and International Engagement, and Livio Sarandrea representing the United Nations Development Programme (UNDP).

Consultations were also held with representatives from Timor Leste's defence force and police service, key government ministries and the National Commission for Children's Rights.

The discussions drew on the report and recommendations of the full capacity assessment conducted with the PDHJ in 2015.

"The benefit of a review is that it allows the NHRI to assess the progress that has been made since the last capacity assessment and to identify which recommendations are still relevant," Ms Dargan said.

"These discussions also provide a valuable foundation as we look to support the PDHJ as it develops a new strategic plan."

The capacity assessment review follows other APF programs of support for the PDHJ, including a training program on the rights of women and girls (May 2019) and a High Level Dialogue with the recently-appointed leadership team (August 2019)

Ms Jesuina Maria Ferreira Gomes was sworn in as Provedera (Ombudsman) for Human Rights and Justice in November 2018, while her two deputies – Mr Miguel Pereira de Carvalho (Deputy Ombudsman for Good Governance) and Ms Benicia Eriana Magno (Deputy Ombudsman for Human Rights) – started their roles in March 2019.

The PDHJ – an 'A status' NHRI established in 2004 – has a dual mandate to promote human rights and good governance.
