Asia Pacific NHRIs reviewed at latest SCA session
GANHRI has published its report on the 45th session of its Sub-Committee on Accreditation (SCA), held in March 2025.

The Global Alliance of National Human Rights Institutions (GANHRI) has published its report on the 45th session of its Sub-Committee on Accreditation (SCA), held in March 2025.
Three APF member institutions – the NHRIs of India, Korea and Nepal - were reviewed during the session. The SCA’s report details observations related to each NHRI’s compliance with the Paris Principles, particularly regarding independence, transparency, effectiveness, and cooperation with civil society, while also recognising areas of recent progress and recommending improvements.
The National Human Rights Commission of Nepal was recommended for re-accreditation with A-status, with the SCA commending its efforts to advance human rights and encouraging further legal and institutional reforms to safeguard independence, financial autonomy, and pluralism.
The SCA decided to initiate a Special Review of the National Human Rights Commission of Korea at its 46th session, following concerns raised by civil society groups.
The SCA recommended downgrading the National Human Rights Commission of India (NHRC) from A-status to B-status, noting that while the NHRC has proposed legislative reforms and internal guidelines, these measures remain insufficient to address longstanding concerns, particularly relating to independence and pluralism. The NHRC has challenged the downgrade and retains its A-status until the 47th session in 2026, during which time it has the opportunity to demonstrate reforms.
