Strengthening Capacity to Prevent Torture in the Asia Pacific
Torture prevention remains a pressing challenge across the Asia Pacific, where detention facilities often lack independent oversight. With support from the Taiwan Foundation for Democracy, the APF and APT partnered in August 2025 to deliver a regional training programme that equipped NHRIs with practical tools to strengthen monitoring, advocate for safeguards, and build networks of support.

Torture and ill-treatment in places of detention remain serious human rights concerns across the Asia Pacific region. Police stations, prisons and other detention facilities often lack independent oversight, leaving people at risk of abuse.
In August 2025, the APF partnered with the Association for the Prevention of Torture (APT) to deliver a capacity development programme on torture prevention, supported by the Taiwan Foundation for Democracy.
The programme combined a four-week online course with a three-day in-person workshop in Bangkok. Ten participants from nine NHRIs across East Asia and the Pacific took part.

The training provided participants with knowledge and practical tools to strengthen monitoring of detention, apply a preventive lens to investigations, and advocate for stronger safeguards against torture. The workshop also offered a valuable space for NHRIs to share experiences and build regional networks of support.

This initiative forms part of APF’s ongoing commitment to build the skills and confidence of NHRIs to protect the rights of people in detention, and to support their efforts to promote accountability and systemic reform.
