NHRI leaders in Central Asia now have access to a valuable resource with the translation of the APF's NHRI leadership guide into Russian.

Leaders of National Human Rights Institutions (NHRIs) in Central Asia now have access to a valuable resource with the translation of the APF manual, NHRI Leadership: An Introductory Guide, into Russian. 

Due to their unique nature, leading an NHRI is a significant task. New leaders may face challenges understanding their new roles and the intricate workings of NHRIs, while experienced leaders regularly encounter new issues and hurdles. 

The manual aims to assist NHRI leaders in navigating these challenges. It outlines the roles and responsibilities of the various categories of NHRI leaders, including those who head the institution, those appointed to statutory positions, senior executive officers (SEOs) and other senior staff. 

It also addresses NHRI structure; the requisite legal criteria; compliance with the Paris Principles; the five critical components for effective NHRI leadership; and provides a comprehensive list of resources to enhance leaders’ work. 

Providing services to NHRI leaders is one of the core functions of the APF. In producing the guide, the APF continues its work to strengthen the capacity of NHRIs and their effectiveness in promoting and protecting human rights. The guide aims to support NHRI leaders in the important, challenging roles they have accepted.

“At the APF, we are dedicated to assisting leaders to manage NHRIs deeply committed to human rights promotion and protection, fully compliant with the Paris Principles, and demonstrating initiative and independence," said Pip Dargan, Principal Adviser, APF Leadership Services.

“We’re pleased to be able to translate the manual into Russian to expand our toolkit of resources to our members and ensure that our leadership services are accessible across the region,” she said. 

The APF wishes to thank the Office of the High Commissioner for Human Rights' (OHCHR) Regional Office for Central Asia (ROCA) for support with the Russian translation.
