Strengthening NHRI Capacity on Human Rights-Based Budgeting
APF and OHCHR brought together NHRIs from across the region to strengthen capacity on human rights-based budgeting.

On 28 April 2026, the Asia Pacific Forum (APF), in partnership with OHCHR, brought together National Human Rights Institutions (NHRIs) from across the region for a focused webinar on human rights-based budgeting.
Through an expert-led session, participants explored how public budgets can be used as a tool to advance economic, social and cultural rights. The webinar provided practical guidance on analysing government revenue and spending, and identifying opportunities for NHRIs to engage across the budget cycle—from planning to oversight.
Drawing on global examples, the session highlighted how budget decisions directly shape the realisation of rights such as health, education and social protection. These insights helped participants connect human rights standards with real-world fiscal decision-making.
Participants engaged by raising questions and reflecting on challenges in their own contexts, including limited access to budget information and barriers to participation. These exchanges underscored the growing demand for practical tools and continued capacity building.
The webinar forms part of a broader series of capacity development initiatives led by APF and OHCHR to support NHRIs in strengthening their work on economic, social and cultural rights. Continued engagement will focus on deepening practical skills, sharing tools and resources, and fostering peer learning across the region.
