Strengthening NHRI capacity to protect Human Rights Defenders

Representatives from 22 National Human Rights Institutions (NHRIs) across the Asia Pacific have begun a new capacity development programme on Human Rights Defenders (HRDs), delivered by the APF in partnership with the Danish Institute for Human Rights. The programme aims to enhance NHRI capacity to protect and promote HRD rights in the region.

The self-paced online course, which will run from 1-30 April 2024, comprises five modules covering various aspects including support and protection for HRDs. Participants will also learn to use the Right to Defend Rights tool, which monitors the enabling environment for HRDs using human rights-based indicators.

The modules address the role of NHRIs as protectors, monitors, and supporters of HRDs, as well as facilitating HRD relocation and respite. Additionally, the programme offers one-on-one workshops and ongoing technical assistance with tailored support. A small grants initiative will further support NHRI efforts to enhance their national data monitoring activities.

The programme aims to foster collaboration and networking among participants through an online community of practice in the APF Community. The platform will facilitate dialogue, knowledge sharing, and joint actions, amplifying NHRI impact in protecting human rights across the region.

With HRDs facing increasing threats in the Asia Pacific, the programme aligns with the 2018 Marrakesh Declaration “Expanding the civic space and promoting and protecting HRDs, with a specific focus on women: the role of NHRIs”, and the APF Regional Action Plan on HRDs, reaffirming the commitment of the APF and its members to protecting HRDs. 

Participants are expected to emerge with strengthened capabilities to navigate the complex landscape of human rights protection, significantly contributing to human rights advancement across the Asia Pacific region.
