Participating inter-governmental mechanism
The project will engage with representatives to the ASEAN Inter-Governmental Commission on Human Rights (AICHR) from states with NHRIs.
Established in 2009, one of the key purposes of the AICHR is to "enhance regional cooperation with a view to complementing national and international efforts on the promotion and protection of human rights”. The AICHR’s mandate and functions includes to “consult, as may be appropriate, with other national, regional and international institutions and entities concerned with the promotion and protection of human rights”.
Participating NHRIs
The project will engage with members and senior staff from the NHRIs of South-East Asia:
- Indonesian National Commission on Human Rights
- Human Rights Commission of Malaysia
- Myanmar National Human Rights Commission
- Commission on Human Rights of the Philippines
- National Human Rights Commission of Thailand
- Provedor for Human Rights and Justice of Timor-Leste

Key activities
As part of our multi-year project, the APF will:
- Establish online communities of practice for NHRIs in South-East Asia to discuss effective approaches for engaging with their State representatives to AICHR; starting from February 2022
- Design and implement blended learning courses for NHRIs in South-East Asia on environmental rights and climate change; starting from February 2022
- Support selected NHRIs to undertake national research and stakeholder consultations on environmental rights and climate change through a small grants program; starting from March 2022
- Facilitate roundtable dialogues in South-East Asia for NHRIs and State representatives to AICHR, with a focus on environmental rights and climate change
- Work with NHRIs and State representatives to AICHR to develop a joint outcomes paper on environmental rights and climate change.

The project is funded by the European Union and supports the APF’s efforts to build stronger NHRIs and work collaboratively to address human rights challenges at the national, regional and international level
